Are Regular Links important
 

Whenever we submitted our website to high PR website then it provided two type of links one is feature and other regular links.
Regular links continuously increased new links and delete old links.but when it delete too much links then ranks of website on Google are decreased.
I requested to all SEO professional please share your knowledge about Regular links.
