Why backlink tool not showing exact backlink list?

Why backlink checker tool does not show the exact backlinks details of our competitor's website?
It showing only the list of backlinks which were came from footer link of the website.

Because small SEO tools will help you to check backlinks of your competitor but it doesn't give the exact information. you can also buy paid version for it.
