Webmaster tools says #2 but..

Webmaster tool says i rank good for some keywords but no traffic... its not the title tags or anything.. Are those keywords sandboxed for a while for then to attain their serps?

I believe it is not the actual ranking but it is more of the average positioning.
We are talking about SERP ranking here, right?

I think your site is not in rank in actually keywords so you should work on content keywords. it will help your site to get rank well.
