I am sure you have found a lot of website or people offering high-pr backlinks. However, there is still few due diligence need to be made, not just the PR such as trust flow, citation flow etc.

I usually look through first 10 pages of SERP, this sites often have high PR and authority. Later pages are of a bad quality and irrelevant.
