At least in the United States it is important to make sure you are licensed to use images you have on your website. I am finding too many graphic designers who think it is ok to modify an image they have found elsewhere. That is not ok. Besides, it is better to create your own image for SEO purposes.

I am also advising people not to purchase website themes unless they know that the seller has permission to sell the theme. I suspect some of the sellers at lesser prices are selling themes they stole and modified briefly from somebody else.
