I want to know that How you will check the quality of back links which you will create? tell me ..

You can subscribe to ahrefs or moz website and from there you can have an idea of the backlinks quality. A good backlink would have certain properties like :-
Spam - 0
DA - More than 20
PA - More than 15
PR - Above 1
No Backlinks from Chinese/Malware/Lottery or Adult Sites.

The only factor to check the quality of the back-link is through the domain where you getting a do-follow back link with High PR (page rank).

So page rank is only tool to guess for quality of PR.

Install moz bar extension for your browser and while submitting you should check for page rank,domain authority and page authority to know the quality of the site.

You don't need to check if you know you are linking on a relevant niche site.
To know if it is quality if the content on the site has substance.

checking those things will give you an idea of the authority of the domain from where are going to get a backlink. Also check it has been spam or not.

I think page rank is not much importance, as per recent update the page rank is now not a factor for ranking as well as for quality backlinks.
In most of the post below I have seen that discussion is going with on with DA, PA etc. But these are not the factors for quality backlinks but factors responsible for the quality of domain.
There are several factors which is essential to find the quality of backlinks, these factors are here:-
Relevancy is the most important for quality backlinks, so must take care that domain and content both should be relevant to your website.
The backlink would come from a high quality website, the domain must be trustworthy.
Add value to the pages by directing the visitors to resources related to your website topic or category, this is the way of getting traffic.
Use variations for linking any keyword to your website such as using long tail keyword, generic keyword and LSI.
The content used for linking should be high quality don't use any spamy or low quality content.
The backlinks to the authority website.
Get backlinks from different source to your existing backlinks.
To have a link to your site share a page with less than 10 other external links would be considered good.

Identify as many linking root domains as possible using various backlinks data sources.,Check the ToolBar PageRank (TBPR) for all linking root domains and pay attention on the TBPR distribution,Work out the percentage of linking root domains that has been deindexed,Check social metrics distribution (optional),Repeat steps 2,3 and 4 periodically (e.g. weekly, monthly) and check for the following:
A spike towards the low end of the TBPR distribution
Increasing number of deindexed linking root domains on a weekly/monthly basis
Unchanged numbers of social metrics, remaining in very low levels
