i Feel it mostly Depends on where you are participating ! for instance if you are a posting in a high pr site of related forum site it defiantly matter then a blog commenting !

In blog comment we can add suggestion about the post or we can give our views and raise question.

But in forums there are lots of sections on the basis of the categories where we can ask specific question or share our knowledge.

Both are important for creation of backlinks. Both are beneficial for bringing traffic to your website.
