After how much time we resubmitted same link on same URL.

Only high PR submit your website.

Its a off page SEO technique and provide result well if the site is high PR. But for the last few months Google provide low recommend to the directory submission.

I dont think Directory Submission is working these days. If you still want to do it, you can submit your website to few good directories only.

I would suggest to focus on guest posting on few high quality blogs in you niche, it will give you better results in serp.

Directory Submission is one of the traditional off page SEO techniques, however i'm not sure it is still an effective option for doing proper SEO.
