You should educate the poor in remote area to use birth control methods. That will do the trick

We should believe in having only two childs and educate more and more people.

It is a pretty difficult question. We can't forbid people to have children. Maybe there should be a more effective campaign to educate teenagers, so they use different birth control methods and know about the After morning pill. Also, parents should take part in the process.
