Multilingual Website | Best Practices & Technology ?

What is the best practice to use for creating a multilingual website? Keeping in mind the technology (jQuery maybe ?) and the best practice for SEO purpose and for Google to identify this.

I was thinking of using one the the jQuery plugins:


github.com/ Irrelon / jquery-lang-js
github.com/ coderifous/ jquery-localize

Can URL structure and automatic browser language detection be done with the above ?

Are they good ? Do you recommend anything else which works better ?
