An internal link is a type of hyperlink on a webpage to another page or resource, such as an image or document, on the same website or domain. Hyperlinks are considered either "external" or "internal" depending on their target or destination.

Internal links are links that go from one page on a domain to a different page on the same domain. They are commonly used in main navigation. These type of links are useful for three reasons: They allow users to navigate a website.

The Definition of Internal Linking. An internal link connects one page of a website to a different page on the same website. In an internal link, the source domain and target domain are the same.

Google consider it as the new link if you also change the anchor text.

In my opinion, google consider the link as a new link, so when you do a page, try to make it as perfect as you can, and don't change it. It's not good for your site.
