You can check website PR or Alexa rank before you submit your link.Be sure it must have high PR and Top alexa rank. It matters a lot. if your site(submission site) is good thenit means your backlinks also good.

You have to check the quality of the site from which you're taking links.

Only high Quality sites provide quality back links. In quality sites if link is contextual then you have got best quality back link.
