How to get my own netblock of ip's?

I using netcraft extension for firefox which shows me everytime when i visit site who is owner of netblock ip.I noticed 10tb have two netblocks:
first ip belongs to softlayer, and rest of it to 10tb(hosting services). So i guess they got ip directly from icann or who is in charge for that and routed it to main ip which belong to softlayer. So can i get my own ip netblock with my own name?

IPs are assigned by the regionals several thousand IPs at a time after
you prove that you need them. So the first step is to prove that you have several thousand servers.
