For OFF Page Optimization first recommendation is 'directory submissions' , but i am wondering how it is helpful in link building now a days . If it is then how can you find out the good directories to submit the link other then dmoz.

Directory submission is the best solution to get back links and improve your page rank ultimately. But it is long term process. When you submit your URL in different website your information has been sent to webmaster of these websites and after reviewing your information they approved or reject your link. This process takes some time. Vmoptions provide list of high PR directories.

Yes it is good method to get back links, however it is more useful when you are starting Off page work on new site.
