Repetitive Content and Google Penalties

I am seeing a lot of agreement that we should avoid using long footers with repetitive content and disclaimers as the serps are punishing these sites. Any conflicting information out there?

Best to have a program written to alter repeat tag lines and copy from page to page with variable words.

Publishing repetitive content is not a good idea as Google wont show both pages that used it in their search results. Not that it is a direct penalty but there is no value in doing such action.

Duplicate content is essentially blocks of the same text published more than once on the web. It should be avoided as it delivers no value to web searchers it doesnt result in penalties.
