Both have their own importance.If you don't optimize your website ON page then your off page work will become more difficult.In same way if you don't build backlinks for your website then its very difficult to get rank high for targeted keywords.So don't compare these important SEO techniques with each other and optimize your website both ON page as well as Off page.

Both are really important. I do on-page optimize my website first and then proceed with the off-page optimization.
