White hat SEO means following the rules and regulations of search engines. Black hat SEO means avoiding the rules and regulations of search engines. For long term better results always do White hat SEO.

White-hat SEO: Manual link submissions, follows Google (and other SE) TOS and Guidelines, time-consuming, effective.

Black-hat SEO: Unethical SEO practises, unrelated, spammy backlinks, mass submission (low delay settings if any), uses proxies, fast automation tools. Also effective, short-term unless you really know what you're doing. Can easily cause Google penalties in the wrong hands.
