What constitutes spammy comment?
 

My list would include whether its related to the topic of discussion, also if its in a foreign language. I think that is a trigger sometimes. Anyone else have any ideas?

if you are copying other websites content and placing it onto their site, this content is called spamming content and google will block their site.
