For me blog commenting is harder because, it is not easy to find out better blogs and the blogs that approve your comment quicker. Even, It is hard to find spam free blogs.
Same as that, with directory submissions too, it is hard to find the blogs which requires a reciprocal link. So, in my view, blog commenting and directory submissions are very hard and take lot of time to invest.
