You basically have two types of links on your webpages, those that lead to other webpages on your own website and those that link to other websites, the latter being outbound links, aka OBL... It is always considered better to have more internal links than outbound links on any particular page, otherwise Google and the other search pages may consider it a spam page and punish it in the listings, or even disculde it completely in severe cases.
