That number of keywords are quite spammy. Google won't ban or penalize your for doing so because meta tag plays only a small role when it comes to ranking.
I suggest you optimize your meta data the way users would want to click. You can see how your snippet looks and if it's appealing to a normal users or not through Google Webmaster Tools.
Don't just optimize meta tag for rankings because it pays a little. Optimize it for CTR.
