Well, Wordpress (I use Wordpress.org) offered me to build a site with relatively scarce web design skills. You see results quickly, although it isn't very feature rich I'm told. People with more skills will turn to Joomla, Drupal or another CMS,
There is also a vast library of plugins available (also in the domain of SEO).
It is a good platform to promote your website and blog with respect to search engines and social media.
