I think its important to do both

Link building should still be done but look for quality links with good Page Rank. Don’t just get links from anywhere.

Social Media, in my opinion will become more and more important rumours are Facebook setting up a search engine. However social media more about building a following and that means being worth following.

I would still suggest using both as SMO will probably become very important I cant see it completely replacing Links in the future.
