Anytime your using photo's for display, there is always going to be a need to touch it up, crop out unwanted areas, change the high quality picture to a "just good enough for the web as not to drain costly bandwidth and take forever to load" sort of uses.

Lot's and lots of reasons, even for creating artwork using the photo, like taking a person and dropping the background for another or just the white background of the web page.

If your just making web pages with squares in them and then fitting photo's you have taken with a camera that is set for low quality/web friendly and sticking them in there, then you can get away without Photoshop. But that's very limiting if your a web designer.

There is always GIMP if you can't afford Photoshop, but really you should be learning Photoshop if you intend this as a life skill, Photoshop takes YEARS to master well, and you must keep your skills up or you forget.
