Only building link is not enough for getting higher ranks, rather you must have a quality website as well. But it does not mean that quality backlinks are not needed. You definitely need them and the only methods to get it to promote your website with quality content on other websites. Even if you don't get quality websites to post content you must write good articles at least. The content that you write on other websites must be informative, relevant and helpful.
