I think the best tool you can use to do that is design related, and automatically add or delete friends that's not following you back.. other than that, you can't really use the tool. Better than buying a tool I suggest you to go to buy cheap ppc traffic, like when it comes to facebook, I think investing $100 in PPC is much faster and highly more targeted to buy tools like for fb marketing... =),.. just my 2cent.
