How to optimize for organic keywords based on your marketing budget?

Hi,

Keywords are pretty much the first thing you think of when beginning a search engine optimization process for your site.

What I am wondering is, lets say you have a predetermined budget for marketing/SEO. How do you decide what keywords you should go for based on your marketing budget?
For example you have an idea that you'll spend X amount of dollars for keywords with a KEI of .5 ect.. Does anyone here have an accurate formula they use? If not, then how do you decide?
