Competitor is very Blackhat ranking #1 in all markets

So there is a competitor that is ranking first page for every single city imaginable and in many cases first place. They are listing businesses locations that are non existent I even drove by a few. They are listed for these addresses in Google business. They are not PO Boxes, but locations of other businesses.

The office space alone if they really were renting I know the business I am in is nowhere near that profitable to sustain that level of rent so they show up in Google business for 30 or more locations.

I was told if you report them for spamming or something Google simply does nothing. They have to be hurting Google directly. They have social media sites where they are spamming keywords. It looks like their game plan has worked thus far because being first page in many cities seems good.

Is there other measures that can be done to stop them from blatantly being able to cheat?

I am not out for a witch hunt here there are many many other competitors ranking waaaayyyy higher than myself but 100% playing by the rules.
