Which HTML editor can convert Frontpage based pages to responsive?

Is is possible, HTML editor can convert Frontpage based pages to responsive?

The main question to answer would be whether you are using the Code side or the Visual side of the HTML Editor? If you're using the visual side you may end up with some real issues as Front Page doesn't make very clean code (never did for that matter lol). I've seen some others posting about that symbol combination on the forums over the past few weeks, but I don't remember what program they were using, I think it was this one though. I tried searching for that string of characters and even just a few of them, but nothing came up so not sure.
