I want to know does page rank effect SEO ? I mean keywords ranking. And is it ture that google do not updating page rank since 1 years . If I have a page rank 5 site and start promotion of the site It would get fast ranking on keywords in compare with page rank 0 site ?

Hi, Yes that's right google is not updating page rank from some time but if u have site with page rank 5 then it should be good and quality site so you will get fast ranking as compare to other zero rank site. But you have to make sure that your sites seo should be also good quality and unique.

Yes, page rank will effect in SEO but from last 2 year there is no update in pagerank, so i should care about domain authority in this case.

Yes, I agree that the google has updated, but for the promotion of your site you should better to make backlinks from high PR site, it will surely help your specific keywords to rank in search engines.

The keywords that are higher search volume and are in top 5 rankings in search engine, then it will definitely help to increase website traffic.
You have heard true that Google is not updating Page rank algorithm now. But the keyword ranking depends on website content. You should have a website that fulfill users query.

Google was update last page on February 4, 2013. since Google not updating there page rank algorithm.
