Penguin standard is higher than Panda for SEOs
The recent Penguin update is more narrowly focused and targeting very noticeable spam and link schemes that are manipulative in nature. Therefore, reconsideration requests simply won�t work. You are going to need to manually remove the spam and clean up your site if you want to see your rankings improve.
