I think the best strategy for the start is to follow the competitors how they are working on their websites. And also daily check the analytics, so you will target specific location, area for traffic.

I think the key to SEO is keyword research. You need to find keywords that have sufficient volume but are also not that competitive. The rest is largely mechanical and you can follow the list posted by Mark Hamilton above.
It is easy to find key words with a large number of searches but if their is a lot of competition, particularly high PR competition, I have not been able to get a page 1 ranking no matter how good the rest of my SEO is (at least not in a reasonable amount of time). On the other hand I have achieve line 1 ranking for keywords with little volume in a very short period of time but also received very little traffic. However keywords with at least 900 searches a day and low competition have produced decent results. Particularly on a site with at least 5 pages that focus on a single keyword per page. again with the right keywords traffic come fast, without, no matter what I do, it is a struggle. I started a new blog of just two month doing ever SEO by my self ...and less than 2 month the site rank WITH PR1 even though i did little or no job but the little link i was getting is from highly rank website with the list from PR 4 site , most from web 2.0{they well rank with most at PR7-9}. CONSIDER anchoring your link with your major keyword ..consider abit of auto backlinks {freeseohost.com}will give you about 3000 foundational links to keep things ..going ,create some mini site with {consider those with PR5-8,9,10} inter link them with each other .anchore them with your keyword,your domain name should also contain your keyword etc .
for these and many others to work out you need a rank checker so that you will not waist your time on junck links I used SEOQUAKE a free firefox add-on.it shows the ranking of every site even from Google search .

There are several things you can do to get your site ranking and bringing traffic. 1. Add quality content and optimize the page. ...title tags, meta desc, header tags and kw density. 2. build your backlinks - look at your competition with some analysis tools and see who is linking to them, and then seek some of those links. 3. look at your competitior sites and look at their keywords and how they are ranked. Determine if you can beat them on those keywords and then go after it.

Both are equally important. Without good on page seo, you will not be able to do good off page seo. If you have weakness in one technique then other technique will be valueless.
