For English html pages of a site where html pages are named in a language other than English with an "_en" suffix at the end (ex: "ma_page_fr", "ma_age_en"), using the tag title can help engines and people for the reasons stated in the other posts. However, I found that the domain name and the url name chosen for each page are key factors.
