Blog commenting is indeed the better way when compared with Forum. in a forum anyone can get registered and post a comment, there are many forums that allow free signatures. Where as in a good blog the comments first go to the owner for approval, and once it is approved it is added and then you get some advantage out of it. Thus SE's also trust blog commenting more than forums
