1) chose high traffic keywords and use them in title tag, description, h1, h2, h3, h4, h5 tags and also use them in content.
2) Use title in anchor tag.
3) Use alt tag in all images.

I believe there is no such thing as top on-page factor, because every factors whether it is onpage or offpage makes SEO as a whole. Every little things matter in SEO.

I guess number 1 factor is discovering perfect niche for you and careful selection of keywords. Those two things seem crucial.
