yes, PBN or Private Blogging networks links are considered by search engines, but you should use carefully. As google can track all your links and can penalize you for unnatural link building.

Yes but PBN back links are very risky and should be taken with some precautions.

PBNs usually provide little to no long-term value to the websites they are linking to.
