CSS allows you do write cleaner code and it allows you to reuse code throughout various pages with little effort, and you can make changes to everything by editing a single file. It also adds really neat effects and such with css3.

Cascading style sheets are dependant on HTML or PHP depending on which one you are using for your site, but CSS is very useful because of the changes that you may need to make to your site, the index page, and the includes folder which will changes everything on the site expect the index, one of the great benefits to CSS now, where you had to do every page manually before.
