Absolutely..
some many many years ago that was the default... now its hard to make a website all static (just with html and css), without scripts (server or client side).

Yes, but it will be static page. I recommend to use also PHP and Javascript. But it depends on what will your website functionality. There are many online tools that can help yo create parts of your website, for example I use https://aidaform.com/forms/online-survey-form.html this service for online survey creation.

Its a logical part of the website . ... Html and CSS are sufficient for just basic designing but if you really want to be professional you at least need to learn about java script/ JQuery and a database and at least one Programming language(like PHP, Java or .NET or more) so that you can even work for complex website.
