Relevant is very important in link exchange. link exchange from niche website will higher your link authority for particular keyword.

In link exchange relevancy is not important but you should try to get links from those website which have good page rank and good figure of traffic.

Google consider relevancy as very important factor to rank the website.A website with 2000 irrelevant backlinks may not rank in Google but that with 100 relevant baklinks may.
