Unfortunately it is like asking how long is a piece of string really. Yes back links are great but there is no way to determine how many you need to make a difference.

Its up to you how much you can gain. there is no limit. Minimum after 100 back-links you can play with Google.

For low quality and high volume backlinks, yes, they could hurt.
But high quality or PR backlinks shouldn’t be a problem. They are normally the minority.
