Link wheeling is not good technique and it consider as black hat technique therefore you should avoid it and should concentrate on ethical linkbuilding.

i am agreed with jessica733 and in addition i would like to add one more thing and that is my own experience of loosing the keyword rankings after structuring the link wheel. So it is my advice not to indulge in such activities.
