I would suggest to analyze the landing and exit pages on your website. To see from where most of your audience is quitting. Perhaps, you have unhealthy redirects (404 errors). Additionally, check if the keywords you optimized correspond to the content you provide on the page. If people don't find information they expected - they quit.

To decrease bounce rate you only have to make your website relevant. Avoid cloaking. Make your meta tags relevant to people but they should not impart false information. They should be in the pure context of the webpage.
