I would say just try to publish quality and unique content with very good informative information on popular sites. I am damn sure that you will get good quality backlinks from them.

High quality backlinks will only came from sites which are famous with their PR. High PR sites generally provides backlinks very quickly and hence ranking improves rapidly.
