Sure it is. The back links from high page social book marking sites do effect in serp ranking but one should be sure about the domain authority and people recommendations otherwise one may be indulge in spamming activities.

Social bookmarking sites are viewed by lacs of viewers in a day. It is crawled by the different search engines every regular interval. So you can not ignore it in terms of SEO.

Now a days i think social bookmarking is not effecting you can do forum posting,Guest blogging, blog comment,Article submission.That will be very effective.

Social book marking is effective but supposed for some social book marking sites only including delicious, reddit, stumble upon and digg. Some experts say that stumble upon has also lost its reputation and there have been several quires that stumble upon has received for removing the links from the users. It is only effective when done properly and obeying the rules otherwise it may hurt the rankings.

Why not its effective but on the top of the website with high page rank like, Stumble upon, reddit, digg, dzone, delicious etc. Since these sites creates backlink and a great source of getting traffic.

It is still effective but its effectiveness is close to nothing after the Penguin and Panda updates. You can still use the most popular ones but if you are to get link value, you'll end up wasting your time there.
