The google webmaster displays the toxic links which can be used to disavow it.The other links can be checked manually using some backlink checker tool

Low quality backlinks are links which is created by using duplicate content, the keyword is not ranking properly and the domain are of very less PR and Domain age. Whereas high quality baclinks are having good quality and unique backlinks. The PR of the page rank is high.

by seeing domain age and domain place, and domain rank we can get good backlings. If the domain traffic is good then automatically you also get good traffic from that backlink

You can to look at the websites page rank to determine if its quality site or not and also the age of the websites.
