Both are different fields in Google, Google Plus belongs to an Social Networking site and millions of business people are connected with Google places for online marketing.

Google + is basically the new Places. If you want to read up on the latest 'local' stuff checkout Blumenthal's blog. Just google Local SEO & Blumenthal and you'll find all the information you'll ever need on the topic. Then go apply it and test yourself.
