First thing you need to do proper on-page activities with all elements of on-page included in that like image optimize, sitemap etc and after that you can continue your work with off-page activities like directory submission, article submission, social bookmarking etc...

On-Page and Off-Page both are important for better ranking but firstly On-page optimization is needed use internal linking, image optimize, responsive design, sitemap. Then after you can work on Off-Page optimization.

You can check your 1st on-page in meta title & description, heading 1 to heading 6, sitemap, page layout, mobile friendly site, footer link, canonical tags, robot.txt etc..
Off-page article submission, press release, forum post, profile link, social bookmarking, classifieds ads post, search engine submission etc.. but before submission check that website domain authority it always more than your website its one type of beneficial to your website.

I don't think directory submission, article submission and social bookmarking are still going to work. Unfortunately, those techniques are not anymore beneficial. It is like building links for the sake of having backlinks. I suggest that if you want to build links, stick to quality and relevant sites.
