Its very necessary to post comment on related blog only, which is relative niche to your site. Comments are no follow but you will surly get benefit if it after few time. Its very important to comment on only active sites.

Unless and until you comment on a website which haves good page rank and matches your niche you will not get any benefit. And if you find these matching criteria then also the website must be no follow atribute which adds very little impact.

Blog commenting on the same niche sites may help you to connect with other blog owners from around the world. You may get traffic to your Blog too. But blog commenting is not a good way to build back-links. Almost all the blogs will give you No-follow back-links which will Not pass any link juice. Try to build back-links from Do-follow sites.

many blogs on blogger allow comments, you can just visit those blogs and put your comments, same is true for wordpress blogs as well. sometime blog owner moderates the comment before publishing them. some time you may have to enter captcha. try to put reasonable comments so that your link stays for longer time.
