Definition of a low quality website
If your website has the elements of a low-quality page, chances are that your website won't get ranked at all. A low-quality website is not the same as a spam website. Here are some point of a low quality website:-

I am agree with your opinion. I have also some other reason for low quality website.These are:
1. Duplicate content 2. Outdated content or broken links 3. Untrustworthy or ‘filler’ content 4. Negative reviews 5. An unintuitive website design Celebrity News And Gossip Bollywood Latest News |

Thank for sharing very useful info about low quality websites. These reasons are enough to get most of the sites getting down in google search engine result pages.

Usually, a website comes with low or poor quality contents, very slow page loading time, broken links and bad website design are considered as Low Quality Websites.

Low quality websites are those websites which are having duplicate content, low webpage loading, low maintenance, poor design and broken links.
