Penguin standard is higher than Panda for SEOs
The recent Penguin update is more narrowly focused and targeting very noticeable spam and link schemes that are manipulative in nature. Therefore, reconsideration requests simply won’t work. You are going to need to manually remove the spam and clean up your site if you want to see your rankings improve.

Google is giving attention to the natural links , you should have to avoid the spam links.

Content of the website is also very important factor checked on by Google Panda.It should be unique and of high quality.

Yes panda was entirely focusing on Content duplicity, however Penguin is focusing on content duplicity and back links. So natural back links will work now..

Both Update come to beat web spammers . Penguin come with lots of factor's like unnatural linking ,hidden text ,clocking , over-optimization .

Yes,you are correct the standard of the Penguin is higher than Panda,Panda Pis focusing on content duplicacy and backlinks whereas Penguin focuses over unnatural links ,hidden text ,cloaking and over-optimization .
